I have just checked the rest of my factory and none of my belts are moving! Or rather the belts are moving, but the items are stationary.

i got a similar problem on one of my islands. what helped in my case was to remove all harvester pads and adding them new

Got the bug now first time after the fix.
The usual delete miner and furnace does the trick but after some minutes it is broken again.

Edit: Did some additional testing, since for a while random machines, splitters, painters, basically everything stopped at some point with one exception: belts.
What i mean by that is that never did a random belt element have this issue, only ever the first one. That leads me to believe that the outputs are the issue, not the inputs.
As suggested cleaning up the belt (or following building/tunnel) does the trick, even though there is visibly no block on it (when not visible, it becomes clear by the fact that the building doesn't produce).
So for some reason the function of an output that checks if there is space for an item after the output fails.

Cleaning up a broken point fixes it for a few minutes. Reloading the save for a few hours.
