His shotgun is not meant to be your primary weapon. Like any other shotgun it's a situational tool.
The best way to use the shotgun is to make use of its ability to make you stage slide when crouching to surprise your opponent with your speed in stalemate situations.

You move faster than with any other firearm while sliding.
Also his ultimate makes you immune to flashbang effects. A flasher should be your default secondary to make use of that. Toggle your ult, shoot the flash grenade around the corner and shoot whoever turned their back on you to avoid losing their eyesight
