I'm thinking a lot of it is haste - you look REALLY energy-starved in the last half of the fight. If it's not haste, double check that you're not building in excess of your cp cap or accidentally double finishing - both waste energy, and it's hard to identify them from logs.

Until you get there, use a haste flask over a crit one - it helps a ton

Yeah, at 18% you'll want a haste flask to shore up your energy Regen and ADR GCD time
It should sim higher than a crit flask for you, if you care to sim it
You also wanna just be using your consumes, generally; weapon oils, flasks, food, potions - lights potential low q is cheap (40g ea, give or take) and just sending it on CD is around 4% extra damage. All those add up if you're missing all of them. You are also gonna be a few % behind for your ilvl until you get 4pc tier, for sure.

It is. For sure.
But yeah, as far as rotation goes and not build/consumes (which your comparison rogue does have more of, ofc), check your opener for what that gets you, and just double check your fundamentals, since those are hard to verify from wcl, since we can't see what's on CD when you press another button in the logs, so we can't really know if that button was "correct". Ensure you're sending adr asap on low CP, blade rush asap at any time, btte at 6+ co whenever it's up, otherwise finish on 5, maintain rtb buffs; FAQ stuff.
