cause I've read something about ss at 1 ps at 2 cp after finisher

the builder priority is essentially:
blade flurry in aoe
opportunity if at 6 stacks
opportunity if at 3 stacks and at 1-3 CPs
sinister strike
HOWEVER if you are at exactly 1cps with 3 stacks of opp, then it is an optimization to ss
but only with 3 opp
