If you wanna look good for next summer, you have no reason to be cutting right now, if anything that body fat is a blessing to gain some muscles whilst you have it, and you can reassess and change if you feel like it's going overboard, you're not bulking enough, etc
But if you're gonna bulk, find where you're at maintenance wise, so you can make a couple hundred kcal increase and properly bulk instead of just baylifing it and just adding a bunch of unnecessary fat that you could've avoided and end up having to do a more strict and probably longer cut when you actually wanna start losing fat instead
