ok i can already see a big thing that needs attention, you are using a lot of 5cp finishers. These should be avoided at all cost

somehow you used cold blood on a sinsiter strike in the opener, just macro it to dispatch
also your opener shouldn't be 3 ambushes in a row

all of these are finished early (and thats just a cutout)
if you land on 5cp which will happen a lot bc of the way both fth and audacity work you will always use the other proc if you have one and mass overcap on cp
the ambush and fth loop are the bread and butter of this build
sth dae already mentioned is you are wasting most of your cb casts, there is a macro in the outlaw pins that will just macro cb and dispatch together so you never have to worry about cb

there is a slight tendency with using ss while you already have fth ready aswell, this build wants to press as few sinister strikes as possible so if you have either audacity or fth proc those have prio over ss the only time you want to ss is when you land on 5cp and dont have any procs

Will use the macro, and work on going all the way with the combo point usage, I just have this inbuilt stance against overgenerating but I know its not good

the cp thing is very common bc normally like you said overcaping cp is not rly sth any of the specs are big fans of but the ho builds just hold the loop above everything which sadly does result in a lot of wasted cp since we use procs even at 5cp

i definitely fucked up my rotation to begin with on the opener too, usually I do the Adrenalin rush -> RTB -> blade flurry -> ambush ambush. My gear seems pretty decent I think but my M+ scores are rarely reaching 65k overall even in 18's 19's, so I think its skill issue stuff.

skill is what we are here to fix and give advice on the good thing with outlaw is that our aoe rotation is very similar to our st rotation just with bf tossed in
bte uptime should be higher than that aswell and idk how your target swapping situation looks like but ideally you want to always have the target with bte on it as your main target and cleave off of that to benefit from the crit buff it gives you

cant rly talk too much about your gear in general other than your trinkets (the bottle of spiraling winds in particular) you rly want to swap that if you get your hands on sth better
