What worked for me 13 out of 15 attempts (testing and helping others) was warmode + low population layer.

OK So I know how they got the 645 (and I wished I knew it before so my main had it). Basicaly the catch up mecanics for alts doesnt depends on weither or not you have finished the quest line. So you do it with your alt, then with your main you go on the island you kill few of the rare boss until you got the Raw Singing Citrine, then you do the quest line normaly and you got a second one.

Subtlety is designed to be a spec with highs and lows. During your cooldowns you do immense burst and have plenty of buttons to spam but conversely outside of symbols and dance you do not do any damage whatsoever. This means that having some periods of "afk" downtime where you do not press a button because you're out of energy is the intended way the spec plays. As long as its not happening inside your cooldowns (flag/blades/dance/symbols) its not a problem at all, and especially nothing that having more haste would "fix".

but once keys get high enough you don't need to be filling every global

and also has way less cdr

Most of your dmg in aoe is bp no with MoD so using marks in aoe feels useless, hence why i think for the ST part DS would be nice? atleast that is my thought process of that
