Yes, you always want to use it on CD. The only time where you wouldn't press it on CD, is if Vendetta is coming off cooldown in less than 12 seconds.

You can try to play around it by building to 2-3 combo points before Shiv comes up instead of all the way to 4-5

that way you can slam it the second it comes off cooldown and don't risk overcapping cp

You just need to be wary of your Shiv cooldown and thinking about what you're doing 5 seconds before it comes off cooldown.
