thats how most rogues were assigned for guilds progressing on the fight, yes

but you should always make sure to meet the dps requirements on each platform in p2 before thinking about burning the boss a bit more, so if your raid is struggling to kill goliaths, tormentors or the colossus in time, it might be worth to use CDs on those during early progression

dps will naturally become better as people get more comfortable with the fight, and theres no reason to throw away a good pull because you were lacking damage on the colossus for example, when using CDs there would only mean that sylv has half a percent higher hp - unless youre wiping to enrage, that half a percent makes zero difference

it will be less boss damage though
