You normally just pop on CD, you only sync them if you know you won’t miss a cast of either
In that log it was like a 4.5 minuteish kill so syncing them worked fine
As for mfd you pop it on CD unless flag’s coming off CD soonish (I usually hold if flag’s coming off cd less in than 15s)

Basically come back in a month and maybe we have answers, and for dungeons, its because almost nobody plays sin in dungeons, sub and outlaw are generally preferred, and the AOE rotation of sin isn't super complicated and you might be running single target anyways depending on your group setup
