In mythic+, think about how long it will be until you really need your cooldown (like in a boss fight). The question I always ask myself is, "Will I need these cooldowns before they come up again?" and if the answer is No, I use them to prio damage any target in the pack.

In raid, you will almost always be using your buttons on cooldown. The only exceptions are when you can hold them to line up together better and you won't be losing a use.
