tbh, I would take Doomblade any day. Obedience requires you to focus on the flagellation to get as many stacks as possible. You could get really bad outcome if you don't plan it before... while with Doomblade you don't have to worry about anything.

Not really. Doomblade works better with EP/Vig, which work better when there's a lot of movement in the fight - but then again EP likes multiple targets, and Dashing is slightly better with multiple targets.
Doomblade is definitely good for encounters like Sylvanas or Painsmith.
But, Dashing is a safe bet for every encounter.

It's not tied to ilvls really, it really depends what stats you have on your neck. You should sim it.
Also, a socket is a socket, regardless of whether it's on a neck or not. But yeh, technically it's worth the same amount on wrists/neck, but you do kind of get more value out of a socket on bracers than on a neck.

The mythic neck from Remnant is the bis neck for the frost set.
