you always pool to max -30/40 energy before casting envenom. you can pool when you know shiv/flag(venthyr) are coming off CD so you can fit in more envenoms into shiv/more finishers into flag(which you should only cast flag at max/max -1 CP

depending on if you have vigor or not, your total energy will be different. The pins say 30 from cap for that reason. The idea is outside of shiv window, you want to delay using your finisher enough to generate energy, it's to extend the uptime on all buffs/debuffs a bit more. The difference in dps is minor, but it is the correct way to min/max the spec.

that's going to depend on which shard set you are upgrading first and what kind of content you are doing. the bis is rank 5 frost with dashing legendary on ST, from there the results will change based on your profile, number of targets, etc. If you are starting out fresh, i'd craft dashing first and upgrade frost set to rank 5, then make doomblade, then obe (if venthyr) imo. However if you plan to play sub as well as sin, you can craft obe first, then doomblade
