Currently assassination at 223 ilvl barely scraping tank DPS meters, but rotation I believe is fine, it's probably my gear/legendary.

Im trying to work out best legendary and runepower/stats to focus on whilst also thinking if going sub rogue is going to be better for raid/M+?

I currently use a legendary cape with doomblade.

I saw a sub rogue doubling my dps in raid and was probably 12 ilvl higher than me, do you think its got to do with ilvl or sub just has higher output overall?

Keep in mind there's no benefit in refreshing rupture at 7 sec on pandemic as opposed to 1 second. As long as you don't completely drop it, you can likely keep sending mute+enven in shiv.

And as stated Garr is a builder so just weave it into your mutes to hit 4-5 cp if you need to (about to drop).

Ambush is currently only used from blindside/sepsis proc, not from stealth.
The reasoning is a little complicated, but the most important of them is the difference in combo points on crit (up to 4 vs 3).
Some other factors to consider are increased poison applications, blindside, and doomblade. This is true for all talent combinations and legendaries.
