To perform it its maximum capability you need to "soak" the dps rotation into your muscle memory, especially in dungeons where we expect you to deal with a lot of mobs ability throught CCs
And the outlaw rotation, while not being fundamentally "hard" mechanically, still have a lot of button to press in the correct situation.
So yeah, basically you just need to play the spec a lot.

The reasoning is a little complicated, but the most important of them is the difference in combo points on crit (up to 4 vs 3).
Some other factors to consider are increased poison applications, blindside, and doomblade. This is true for all talent combinations and legendaries.
