Couple things since I'm on mobile and can only do so much, but your opener is real rough. Don't garrote in the MA window. You also hit shiv in the MA window on both vanishes. Definitely don't do that. Didn't waste any combo points though, that's good.

so it's gonna be a minimum 3cp rupture if you don't proc seal fate on the mutilate

I have problems getting into groups as well as a 226. It's just the nature of the game.

Your best bet is to find a team or just push your own key with pugs.

Getting into 15's is really tough because there's always like 60+ applicants in every single group, so it's hard to stand out as a 214 ilvl rogue among all of the 220 boomkins and fire mages.

The reasoning is a little complicated, but the most important of them is the difference in combo points on crit (up to 4 vs 3).
Some other factors to consider are increased poison applications, blindside, and doomblade. This is true for all talent combinations and legendaries.
