For PVP? It’s probably venthyr or night fae. Both night fae and necrolord are both in great spots. The only covenant that seems in a poor spot is kyrian. Other than that it comes down to preference

It is not hasted, it does not crit, nor interact with anything. It's basically +45% damage on your mutilates.

As a non-mythic raid, I think shoulders is better for doomblade actually

M+ has multiple gloves with good stat allocations, but trash shoulders

since all my 226 gear is going to be great vault M+ loot that's what Im looking at

If you do any pvp, getting 220 haste shoulders is better and you can't get haste gloves, so doomblade goes there anyways
