probably an avoid item, if you have no other pieces just set up a weakaura that shows the 2min timer from storm proccing
you can double check if it's the case pretty easily since it's a fixed timer too, just proc it on the dummies then wait in stealth for 2 minutes with the stopwatch going

even simming 1 worldvein ally has lifeblood at 97% uptime
so it's basically being simmed as a flat agility buff, equal to the amount of players you have with it
when in reality you can expect <60% uptime on any fight except orgozoa and even then probably around 70%
