Having one Shrouded Suffocation is required for energy generation (and a good amount of damage), more is only better damage but fails to beat other traits after you go past 3 targets and/or once targets live longer than the initial Garrotes.
Having one Echoing blades is required because the DMG from even one doing miscellaneous damage is so dramatic that not using one will net you dramatically worse overall DPS.
Other than this you have a few options; Twist the Knife, Shrouded Suffocation, Echoing Blades, Blightborne Infusion, Swirling Sands, etc.
It is generally accepted that going; Twist the Knife x2, Shrouded Suffocation x2, and Echoing Blades x2, will get you to a good general point for doing good enough damage so that you are not hindering yourself.
This will change a little during different affixes and sometimes even dungeons as there are fewer targets to hit on the average pull, lowering Echoing Blades effectiveness and giving Shrouded Suffocation the spotlight.
So you need;
1x Shrouded Suffocation
1x Echoing Blades
and you go from there.

cd usage should be a raid decision, we had most classes holding cooldowns on pull then blowing them on exposed, but you need to juggle that as a raid, us rogues held on pull and then used on CD after that
as for essences, i went CLF/lucid but many prefer bote3 for the increased burst, once again this could be more of a raid decision than personal if your dps is similar for both

I personnaly use CLF. I hold everything for P2. poping CLF + Vendetta when shield breaks. After that I use everything on cooldown. That make me basically : Nothing 1st shield, Vendetta + CLF 1st P2, Vendetta 2nd Shield, CLF 2nd P2, Vendetta 3rd shield, Vendetta+CLF last p2. I also choose Subter besides having 3xDD/1xNP/1xBBI to help with the bubble (timing with vendetta are good)

From my old Opener DOC.
- The basic idea is that you want to refresh a DoT when it has 30% of its' base duration remaining or less: <= 5.4 seconds for Garrote, <= 7.2 seconds for Rupture, <= 2 seconds for Crimson Tempest.
- Refreshing before the 30% mark is not an immediate loss in DPS, and can benefit you if you are going into a Burst Window or there is required movement that would then stop you from being able to refresh during the more correct time.
- Reasoning: Every DoT and HoT can have it's maximum duration extended by 30% of the base duration (130% total). Whenever you cast a DoT or HoT you are increasing the duration of said DoT or HoT by 100%. Since you cannot rollover more than 30% of a DoT or HoT refreshing it under 30% means you will never waste time, whereas refreshing at over 30% duration means you waste time.

For m+ you want to get echoing blades and shrouded suffocation traits for AOE dmg. Twist the knife is also good for m+ since it allows you to do priority dmg to mobs you want to focus.
For tyranical weeks it all depends on the traits you have and the other affixes, eg if its teeming you still want good aoe dmg, (shrouded suffocation is also pretty good on ST for bosses)
For pvp see the #pvp channel
