When a debuff (like garrote) is refreshed, its remaining time (up to a cap of 30% max duration, so 18x0.3=5.4s for garrote) will be added to the new buff. Primarily used to give leeway to reapply bleeds, however can also be used to make bleeds last longer.

You actually can use shadowmeld on a boss to apply a garrote with SS on it (it will also give you 3 combo points), but it won't have subterfuge bonus. It gives a little more value to SS for night elfs
