There is no specific week or affix that makes one or the other more viable.
CT vs PB is mainly down to your group, the dungeon itself and your pull sizes, with PB naturally having an edge in boss fights.
It's mainly the combination of affixes and dungeons that favour one or the other. High Tyr KR/Temple favour PB in general, due to low pulls and harder bosses.
In terms of Exsang vs TB; Exsang wins since it works well with SS traits and it's only 1 global on your priority target for some burst damage and extra energy.
TB usually locks you to that target to gain the most out of it.

btw, it might be weird for you guys, but i have most of my abilities macro-ed, f.e.:

my mutilate is:

/startattack
/cast [mod:shift, target=focus][target=mouseover, exists][nomod] Mutilate```


What this does is, you can mouseover bleed targets, without switching targets (**and it applies poisons to that target, without having to aoe**)

I made this macro, and have almost all of my targeted abilities with it

Oh if you use that mouseover for garrote and rupture can do some interesting things in temple first boss

lets say kindey is on Q :

1. if you have a target, it will stun it
2. if you press SHIFT and you have a focus target, it will stun the focus,
3. if you have a mouseover target and press it, it will stun the mouseover

all in one macro 😃

you can't really get rupture on the off target in conclave with a 3 garrote opener, they're tanked too far apart, only way to get from one to the other without missing a GCD is shadowstep
