A lot of that comes down to running the dungeons enough to know what mobs need to be nuked
It also depends on what's infested and what isn't, CC, etc
A good place to start is the pinned guide for assassination. It covers things like your opener depending on what traits and talents you have (and it changes quite a bit for certain talent/trait/trinket combos).

and does TB outshine Exsang on longer fights? When Exsang and Vanish were coming off cd, I would hold a few seconds to be able to Vanish Garr both add and boss to exsang

I have compared out dmg on most attempts and it seems most of the time (when I didn't derp) the difference in dmg could equate to his abilities hitting harder during his TB window ie I always beat him in Garr dmg, but his Envenoms and dealy poisons and BP would always beat me

I'm a little confused on how simc and pawn are suppose to work. I start by stat weighing on Raidbots and it tells me what my upgrades are suppose to be in my bags, according to Pawn. Now after I equip my upgrades, because its new gear, I have to update my stat weights. So again through Raidbots I run the stat weights and when I enter them into pawn it just tells me to equip the rings that I had on before.

If you're running Shrouded Suffocation and Subterfuge, you ALWAYS let your empowered garrotes fall off, then revanish, then re-garrote twice. You double garrote so the second vanish-empowered garrotes are full pandemic length, and you let the other ones drop off so they get their full buffed duration
And as far as I can tell both SS and Double Dose are getting that modifier, same damage base damage but they scale with versatility

I can confirm that SS scales with mastery
just did somes test (all with same amount of versa = 5%, no enchant no proc) :
[29% mastery] Simple garrote : 1510 / meld+garrote 2977
[58% mastery] Simple garrote : 1680 / meld+garrote 3468
If you take the difference the SS bonus is like 300 more with the mastery build :3 (edit : this with with 2*SS 375)
or maybe it's something else but it definitly scale with something else than versa
