Using CT over Fok in giga AoE is only a minor gain between 12 and 20 targets. Under 12 targets and you don't have enough energy, above 20 targets and thrown precision catches up. Depending on how much you believe in 17 target sustained aoe simulations as an accurate model for real game situations (probably shouldn't do that), the gain could get as high as ~1%. Do with that information whatever you want idk simming this ended up being a massive waste of my time,
