In order to immune the the breath, you must be in the first second of cloak of shadows (“a moment of magic immunity”). After the first second of cloak of shadows has elapsed, the attack will hit you and no longer be immuned.
Alternatively you can use evasion to dodge the breath.

yes the shield phase is a bit clunky cus you stop doing anything for the last ~5-8 seconds so you dont apply a new mark

but thats just a short somewhat akward moment, you dont run multiple talents that dont really give you a benefit in raid fights just for that lol
