Correct. And the way subterfuge works now means taking those points is not a huge loss anymore and can even be a gain but there’s a lot to update every patch I’m sure it’ll get fixed soon

Not really I have 7 melee, 2 FDK, fury a WW, DH and 2 rogues and myself and the other rogue are usually always close to the top, are you getting knockbacks for parasites under the boss and then hitting them with a CT and keeping 100% uptime with CS?
You can snipe garrotes for energy off the spiders but I normally just cleave off the boss full time and focus kick the worms tbh so if you are cleaving off something else idk

Don’t bother using garrote on anything but the boss, for every set just be ready to be able to CT as soon as everything is pushed in and then spam fok envenom, for certain sets like the last one in the first section and the last one in the 2nd section you can time your CDs so that the adds will be grouped for the last few ticks of KB

All Specs are good and have niches and strengths that they play to. All three specs are looking viable with Assassination/Subtlety being preferred in raids. Mythic+ meta has not solidified yet but Assassination looked promising during beta.
Be aware that Simulations are a tool to be used to compare things like talents/gear/rotations, they are not the definite answer to what is meta or not meta. While outlaw is ahead in sims right now, especially dungeonslice, you have to take a step back and realize these are synthetic/generic situations that we use as a baseline. Dungeonslice has always been a great showing for outlaw simply due to the fight style matching well with the spec. This is not unusual or unheard of.
