basically what happens when playing highkeys, is that you dont really use vanish as a DPS cooldown anymore, you just use it as a utility CD to cancel deadly casts aimed at you, or as a tool to aoe silence with IC+IW.

by having a second charge, you can play like before, but use vanish more freely as a DPS CD (it still sucks as a DPS CD), or do the utility thing twice back to back, which can have considerable value when you play at a level where timing the key isnt predicated on DPS; but on not dying, which a raw-DPS talent like ER/Supercharger or lethality don't help with
