Best way I found to learn was watching VODs of top players in their keys. preferably ones that have the addon that shows their casts. try to see how they approach different pulls and what they prioritize in different situations. Whether that's heavy into spreading bleeds, or when they shift to letting caustic do the leg work near the end of a pull. how may ruptures they have out. yadda yadda

I think it’s 8? I will say with aggressive enough pooling, there were cases where next builder was garrote or ER combined with aggressive pooling that could lead to it fading.
