Really depends on your priorities.
Ashes is really good, but hard to get. As for Weapons, any Myth track dagger is good, which has a variety of sources.
If you have a raid team depending on your performance and you want to have as much output as soon as possible and want to spend your bullions accordingly, then do as was stated above and Sim.
If, like me, you don't have a raid team depending on your performance, and instead want to pick based on what is hard/easy to get and what you are likely to get on myth track, Ashes is a good pick

You also can craft a dagger if you'd like. The difficulty is that ashes has one source and it only comes around every 3 weeks. It happens to also be next week though, so you can wait to see if you can get it to drop by doing the raid. But, if you're never going to do the raid, then the only way to get the trinket is bullions. M+ offers a variety of daggers you can get instead of a bullion dagger. Sure, it's at Hero track maximum, but you need crests to level up a bullion weapon to that level anyways
But, again, if you want better immediate damage that a new mainhand can offer you over the Shard, then a weapon is a good pick too

If you're doing M+, the cloak you want is probably just any high ilvl cloak, doesn't matter. Ilvl is the most important thing there
The raid cloak is from final boss of Aberrus, or Bullions, but it has no stamina, and the damage it grants is not really amazing. Lacking the stamina is a huge loss for your M+ survivability, and it sounds like M+ is your focus so I'd avoid it

You can yes, some people prefer putting it on KB instead of DM, some do DM. Both are fine. Personally I just press it manually with DM but a macro is totally fine

Firstly, deathmark functions by duplicating your bleeds, so you need to have bleeds maintained. You can apply bleeds after deathmark
But, your deathmark target, if you are playing properly, is going to die pretty quickly. So, you want to be casting it on the biggest HP enemy you can find in a pull

It's really a judgement call, you learn as you play. Generally you use vanish for the purposes of spreading bleeds in M+ if the tank is chain pulling
In Single target / raid, and if you know you won't need it for bleeds later, you can use it on a boss for your final 2 ticks of Deathmark+kingsbane for extra crit on it. Identifying which of those two use cases you want to go for just takes practice in M+.

what 99% of tanks do is: "current pack at 5% hp? lets pull the next one, even thougnt it doesnt really do anything and when i play with a stealth class i kinda annoy them/in case of outlaw fuck them kinda hard lmao, im a pro Veng dh btw"
