I would say dependent on your group and whichever you prefer. I find CT to be better below 22 as enemies die too quickly to utilize a full ST build with spatter

In my experience, sudden demise only sometimes 'checks' if you're above 150%. But applying a new bleed/refreshing will always force it to 'check'

i imagine if it did work it wouldnt be a proc, it would work like augury or brewmaster shields and just increase the threshold by your crit chance
Like 123 gives you bonus damage on 3, 213 gives you a cool down reset on 3, 312 gives you a buff for 20 seconds that increases your auto speed (which will generate more energy from a passive or something), etc

generally speaking you'd hope options you pick are meaningful, have an actual impact on gameplay loops and decision processes, hopefully while also creating niches where the choices can all excel. An excess of "does more damage" is just meaningless, since it could be attained in a balance parse anyway

I'm trying to think of something involving shadowstep, but I'm having problems with the fact that I hate tying utility to damage gains, and the fact I think that ability is more tied to sub than anything
I was thinking of a talent like "using shadowstep reduces the cool down of vanish by ten seconds" but that sits kinda raw with me cause I'll be real, vanish is kinda like a dps cooldown because of all the stealth benefits you get.

the idea is that if you're making something impactful, be it rotationally or damage wise, it has to come with a design space that makes that choice apparent to the player.
Kingsbane is very strong, but it's a cooldown and new button to press and something you change how you play around. Holding shiv charges, maintaining envenom, combining with deathmark or dragon tempered blades for more poison applications, tea for mastery, dance for snapshotting off nightstalker, master assassin for the crit, you have to track the time and plan your entire rotation around it. But that's why it's allowed to be like a 12-14% talent. You could do the same thing with for example improved poisons. Instead of a 5% increased chance, you could just say "all hits apply poisons". That would be the dumb version, because poison application doesn't really impact your decision making at all. Neither does something like venom rush, although it impacts your energy/resource economy, it's not something you have to make a decision on, so it's not allowed to be strong. Caustic is really strong, but there's steps involved to it. You can only have one, so you're picking a target, it has to have rupture on it, you have to mutilate/ambush in a situation you normally wouldn't be doing that, then you have to maintain that debuff and track the timer on it, you have to continue to hit that target through the duration in order to get damage from caustic. There's choices and decisions involved, which allows caustic to be strong.
Something like "your fan of knives has a chance for more fan of knives" would then fall back under the not impactful part. Maybe those tiny fan of knives could give combo points too, but.... not really though right? They'd then have to interact with seal fate and you would be basically full capping your combo points instantly when it procs, that's kinda weird, overcapping a billion cp all the time. So it can't interact with seal fate, but maybe it can generate the original 1 cp fok does. Depending on the chance for it to happen, maybe yeh. Could work. It could apply more poisons, that's fine. But does any of this actually impact you as the player? Not really. Generating more combo points and applying more poisons is generally a pretty passive thing, similar to the venom rush example. Seal fate giving cp on crit here is something to react to, but when your combo points are already random and reactionary based on crit, adding more rng on it doesn't do anything to change the feel of it. And that's why the thing we had, Echoing blades, was such a nightmare. By design, it wasn't allowed to be strong. It's just mini fan of knives. But assassination was so bad in mythic+ at the time that they said fuck it and made it just insanely strong. During that patch, we used finishers to refresh EP, not because they were worth using, and then we just kept spamming fan of knives, no rhyme or reason to it, no care for the combo points, just spam it because echoing blades was so crazy strong. And a lot of people look back at the patch and go "oh that was fun though, I enjoyed that patch, corruptions and running around with 75% crit passively or 90% haste yeah great stuff", but it was also the patch that brought a ton of specs to the breaking point gameplay wise. We were using crimson tempest in single target, spamming fan of knives with no regard for combo points, single target had so much energy it wasn't a resource you had to track anymore. Other specs and classes had that issue too, it just ripped at the seams because there was stuff that was far out of its intended budget and overwhelmed the gameplay loop on the specs, and blizzard has generally tried to be careful about it ever since (minus a couple mis-steps), and that's why we're getting kingsbane nerfs and stuff

Reviving an earlier topic but I would love to play a version of sin that's balanced around a poison bomb-esque passive that would regen like 2 points of energy per hit. A burst of energy like that would feel really good on a resource starved spec. Sounds like a tier set bonus level buff.
That being said, I do agree it would be unnecessarily strong if it did that as the spec functions currently.
