I find that it happens often during the second KB (without DM), and when it happens, I go:
shiv > dance/KB > build > env > build > rupture > build < env
where build is amb/gar/mut depending on whats going on. It often lines up well and i get the incidental bonus of getting rupture empowered by dance

Personally try to align them as much as possible. But also consider the upcoming packs, sometimes (considering comp) the garrote silences are massive and reapplying in a specific pull is big.
