Depends on the number of targets

If there's 5 targets, casting garotte on the same target twice will apply it to all of them with your prio target having an extended duration improved garrote

if there's 6 targets, you're better casting the 2nd garrote on a fresh target, or you'd end up with 1 target not getting garroted

Yeah it's aight. Picture attached is compared to BiS neck at 489. And before you ask, yes it's slightly closer with PI, but it's not important

So what's it roughly equal to? With PI in order to give it the best possible chance, it's around equal to a 472, putting the effects value in the +9 ilvl range. I wouldn't personally recommend farming for it but ya know, you live your life

They're not slower, but (IMO) they hit less buttons, and have an easier time just rolling through the buttons in m+ - like there is nothing complex about getting up blade flurry, then doing your ST rotation (they still do that right)?

Also, I think Icy Veins - at least used to have a quick easy mode section. Like if you're 100% new, try all three specs in their "easy mode" on some target dummies or world stuff - and see how you like it.
