I'm gonna go with B, and I'll explain why.
I'll just start by saying I'm an old veteran player (actually used to be the mod here) and i took a 6 year break, so i have somewhat fresh eyes while re-learning the spec.
Issues with CT at ST currently:
- Usability Clearness
- Directly competes with our other main finisher, Envenom - This has made the usage of CT very unclear, when, how and if it should be used.
is it good in ST because the tier set buffs it? I don't know. - The description makes it sounds like you should only use it to apply the dot. But in actuality that's your main AoE spam finisher. And at ST a loss.
- Role as an assassination ability
Sin is about DoT maintenance, so this ability does makes sense.
But with already maintaining garrote and rupture, do we really need another dot that does nothing but damage to maintain? how does it benefit gameplay?
It's kinda like if you'd separate mutilated flesh to not be built-in to mutilate.
I believe the consensus of the community is that CT is not a ST ability nor should it be.
CT ideas:
- I want people to be happy to have an assassination rogue in their party. Add some utility to it that would make it push it in that direction. damage-wise or defensive-wise. Iron-wire is too hard to use (I'm speaking for all levels of play) and the effect is hard to notice.
- Ever since even before BfA when I relayed the community's idea to Sephuz, people wanted an on-use big burst damage, one idea was "collecting enemies blood just to throw it back at them"
- Have some combo-style gameplay. Instead of CT doing damage by itself, It could be a setup for other abilities, or enhance your abilities on the bloodied target for a while (This one could make it good in ST).

B. I think that maintaining dots is one of the major things our class is known to do.
Maintaining the spinning plates is a good thing;however, it does add to the button bloat issue that many argue about.
And I’d say that CT plus an Exsang effect kills the love for me almost immediately because then you have 0 time to weave in your envenoms.
The fact that it’s also just a rawdog bleed with no synergy outside of it’s a bleed is also kind of a downer. I’m not talking about VW, but even the sl legendary Doomblade got some synergy with it.
So given how it’s kind of a stand alone thing it’s a pretty generic/bland aoe ability atm.

yeha also B, Crimson Tempest on Single Target in generel feels bad because it makes the entire spec feel very "bloated" by giving you another plate to spin that doesnt really do anything except dmg, it doesnt interact with your kit in any way, and it just beginns to feel very stressfull for no reason at all and makes the normaly good gameplay flow assassination has feel very bad
i think in general CT needs some changes, because its litearlly only "aoe dot" with nothing else, it doesnt feel like a good ability to press, and paired with the fact that Assassination can sometimes struggle with CP generation because how FoK functions on the "average" AoE enemy count most situations have, making the spec suddenly very hectic when you try to keep track of garrote/Rupture/CT/Envenom/generating CP for Rupture and CT etc....... for no payoff
in general i would like if assassination had more "baseline" interactions with multidotting, that somewhat "solve" the "you have no real aoe in raids unless you commit extremely into it and then drop a very high amount of your ST for mediocre aoe" problem it has
like idk, Poison Bomb proc chance is 20% for each active Garrote/Rupture instead of beeing based on CP, wich would make it ~the same proc chance it has rn on ST (aka 40-48%), but gives more aoe/some form of "funnel" when you start having multiple targets (ofc numbers and all that stuff are just quick thoughts without going any deeper into it, was just something i could imagine in some form)

D, all of the above, I'll explain what I mean (without using 5000 words, hopefully)
My main issue with CT atm, is that it's our only AoE finisher but it isn't baseline or earlier in the tree. It also has no follow-up talents that alter it in any way. Personally I would like to see different skillbuilds for Assa that are somewhat competitive with one another, similar to HO vs KIR for Outlaw, or the old KB vs DTB build options we used to have.
In that world, CT would be our st finisher of choice for a bleed-centric build, that would interact in a much more complex way with the other bleeds that we have, while the poison build would continue using (and enhancing) envenom.
That could be smth like combining current bleeds into a new one, allowing us to re-cast those bleeds repeatedly (maybe a bit similar to how the crimson dance keystone works in PoE).
Obviously there's a lot more that would go into something like this, but imo with the way the spec has 2 distinct identities between Bleeds and Poisons (and not just generic Damage over Time instead), CT as a finisher in st is great, albeit plagued by a fairly short duration and low damage.
Within the current environment, in a vacuum and without considering that other parts of the spec might change, it competes too heavily with envenom, which we boost in a variety of different ways, while CT is in no way interacting with the way our rotation works, beyond adding another Lethal Dose stack. So in this environment, I'd have to go with B, simply because more maintenance for maintenance's sake is boring.
I heavily dislike the current CT in general, it's a very old ability that tried to solve the problem of Rogue not having any AoE, stemming from a time when CP and resource generation was much much slower, so spamming it basically never was a consideration. It's outlived that time and has plenty of problems as a result. As it stands, its an awful button all around, and if I were in a room with CT in ST and CT in AoE, and I had a gun with one bullet, I'd shoot myself, because neither are fun, engaging or dynamic gameplay.
