i think as a philosophy they dont want you to be able to farm maxed out gear / bis items. you cna only do raid once, whereas you can farm M+ forever. Though I think there should still be a way to get a few of the items you really want outisde of vault. so maybe a dinar system for raid and something this other guy mentioned where the valor cost for upgrading items from keys blows up expontentially so u dont instnatly get all maxed out
