That way you avoid the awkward 3rd one where you might step while she casts breath, and you get maximum uptime on all of them (3rd one you lose 1-2 sec but you can build CP before winds, use a finisher as you get pushed, mutilate after gate and then when you lose uptime cast SBS)

We have simulations that test your damage output against a target dummy (and similar scenarios)
but it's almost impossible to simulate against another player and every class etc.
so we can only know best stats for pve
for pvp usually versatility is best as it's damage reduction.
you can also try to check top rogue pvpers gear and see what they've got
