No, you always want to refresh bleeds in pandemic window. You would lose the bleed ticks in between the time you refresh and the pandemic timer if you do early. And you would not get long bleeds if you let it drop. Exclusion is, we let empowered bleeds drop off fully. And we refresh before pandemic sometimes if we are going to switch targets / run off due to mechanics so bleeds stay on longer.
