Without even looking at rotation I can tell you that you are missing out on a lot of dps from being low on mastery. Sin get %dmg from mastery, I have around 36% Mast and 0 haste basically. I would think that this matters ALOT

It depends massively on how long mobs survive, like you pointed out. If theyre all dead before you get bleeds out no point rupturing all targets, are you also running crimson tempest (assume so)

well, its a short cooldown, so you definitely dont wanna hold onto it too long
but building awareness, or if youre playing with the same people a lot, communicating cooldowns, will speed up things a lot

doesnt matter in terms of uptime, you just choose what stats you want
3 mastery gems=you always get mastery proc
but the uptime and proc chance remains the same
