yes. the quality of the embellishment affects the receipe difficulty. rank 1 is probably 25, rank 2 is 20, rank 3 is 15. So it has to do with the quality of your weapon after the craft.

so a rank 2 could make it drop to a quality 4 whereas they may just have enough skill to keep it at a 5 with rank 3

im not that bad, its not bleed immune. had it happen when ive garroted from stealth, it applied the silence but not the dot, then i used it out of stealth and the dot applied no problem
