First part of faq, I still see 'Exsanguinate is currently as strong as our Capstone Talents and is required in all content. The best options otherwise (TTB or IP) are ~7% behind. Sync Exsanguinate with Echoing Reprimand for a 7cp Rupture every 45 seconds.'
Which I guess is now outdated ?
