Yeah it's on combo only... Sub + Improved Garrote. When you break stealth it either adds Subterfuge buff before starting IG clock (or vice-versa). But because the server has to process +1 buff to the stack, that extra +1 on the stack queue gives you the microsecond/frame to dump in the 4th one. So one of those two buffs (the last one) is benefiting in the clock start from waiting for the first one.

Tested without and doesn't work. So I doubt it'll remain like this.
