I talked about it a little bit last night, but looking at the grand scheme of the points layouts it's actually hard to make a strong argument for CttC being an optimal choice
shiv Dr poison gives rogue ice block for 1 sec
It's basically QoL with a small DPS increase
But competing with a lot stronger options given its placement
I think it's just about as perfect of a talent choice as you can get

If you have a buffed bleed like a Stealth Garrote or Nightstalker Rupture, Exsang doesnt change the damage that specific application does. So if you have 15 ticks worth of big rupture, exsang will not change that number. All it does is make those 15 ticks go by faster, and the actual DPS gain is from being able to refresh it sooner, which would be an unbuffed rupture. So Exsang only grants a bunch of non-buffed dot-ticks.
The only value of Exsang is if it allows you to get more ticks into a certain window, i.e. if You could previously only got 8 ticks into a 100% crit window, Exsang would allow all 15 ticks to benefit from it.
Thats the gist of it

You press it, then press shiv a couple seconds later to catch the end
or shiv on the 6th second maybe to maximise the end of the stacking dot
