it does reduced damage because of dual weilding

and is not used in many damage calculations

(embellishments are typically on slots with low impact, as they are good enough to justify the lower item level, but you don't want the penalty on a slot that gives a lot of stats or benefits)

They were really close between the two of them. Outlaw seemed to be doing more in the first 3 phases for me generally. It’s mostly preference imo I would recommend most people play sub if they don’t really want to play outlaw because it’s a lot easier to play and focus on the boss mechanics if you do. I think sub is probably objectively better now since the cloud cover change

normally we spend at 6+ because thats where the "efficient" spot is as we generally try to spend as high as possible without massively overcapping on CP

which is why 6 instead of 7

fatebound has coins which proc at any finisher 5+ and several other buffs to dispatch (like it having a high chance to flip matches) which pushes this threshold down to 5+ for dispatch for it specifically

basically puts more value in count total of finishers and dispatch specifically and less of its value in high efficiency high CP dispatches

tldr: the math says when we finish based on a ton of external factors fighting and these just happen to be where it ends up rn
