A dagger offhand is ~1% better than a slow weapon mostly because of

It is possible large ilvl differences can matter more than this bonus so use

Broadly speaking you pick whatever item is the highest upgrade. Early season is different. Picking tier now is usually a good strategy because it enables you to unlock 4 pc quicker since you have 1 charge available + a bonus charge if you unlock the achive. Means you only need one additional piece for 4 pc. And 4 pc is roughly a 4,5% upgrade which I doubt the trinket gives you
but i have no idea because I can only guess. Sim out the difference between picking a tier set and the trinket in terms of how much of an upgrade each item is

A properly geared Outlaw's stat volume will look like Vers > Haste* > Crit > Mastery.
*But Haste has a **requirement ** because Adrenaline Rush scales your GCD based on haste, up to 25%.
The 
KIR build wants ~19% haste from rating, so it becomes 25% after 
Alacrity. 18% or 20% is close enough and not a problem. Don't play KIR with lower than 18% haste.
The 
HO build gets 
Take 'em by Surprise, so its haste requirement is technically ~9%., but it continues to want haste just for energy. You will likely optimize towards 14-18% haste, not a strict number, just sim.
You need to use Raidbots Top Gear to determine what haste pieces to use. You can also get ~4.2% haste from a flask. This can be equal or better than Vers flask if you need it for either build.

Ok guys so I have some questions and it might be a little bit of venting but im not trying to be aggro or act like i know anything
I got into outlaw last xpac, and, I heard about it being an annoying rng spec, but when I got used to it, I felt like the difference between me being super lucky and not with RTB wasnt that big, I could basically just force good rolls and felt rewarded with the near 100% AR uptime when playing well
I havent done m+ yet
but so far raiding this xpac
I feel muuuch more heavily like I am just a cuck hoping I am blessed by rng
It doesnt matter how well I play, sometimes I just get nothing but rank 2 like 10 billion times in a row and dont get a single 4 the entire fight
and other times I get 3 back to back
And I know you may say that it was always rng like that but like, it feels way worse now and my dps always drops off so hard on those former examples i mentioned - am I just not getting something?
