Prep makes Outlaw less predictable ironically and is far better at it than RTB. Prep is indeed a wildcard and a nice ace to have up your sleave for all forms of content.

That's not what I was saying. Keep the profile the same. What I'm saying is - fix the CDs so if you're forced to not hit the boss you aren't double dipped on getting screwed by that downtime.
Right now they lose DPS uptime that's relatively more important - but they also lose future DPS because your CDs are longer.
