but in adr felt VERY different from out of adr in TWW

That does matter but that is just your latency / ping in general. Input latency is how long between you doing an action and the game acting on it. Acting on it includes sending to the server.

The wow client is optimistic for most stuff though, like movement, so you could just measure input latency with that
Press W and measure how long between the key press and your character starts moving, that is your input latency. Some games only process inputs after multiple frames, but wow is pretty decent about it afaict
