Actually because of the whole "builder kills enemy" issue I had to construct a queue system around, the fix for this becomes very easy. I cannot account for the "second hit takes over a second" issue because I don't think it's possible to differentiate (especially because in my testing, in org, the UB hits come out almost instantly after each other and don't have a delay). But, the general fix is almost trivial
