I would argue the same, distract has way more time benefits overall than Shroud does this season... these are only the ones off the top of my head.

And what happens when I am outside vanish/subterfuge? do I just build and spend based on prio list until vanish is off cd again? And then repeat?
Also it’s not clear when to send killing spree, I get its outside vanish windows but what about AR? Wouldn’t it be better to send dispatch or build again than killing spree?

there's a decent amount of WA packs for outlaw you can find them by searching "outlaw pack WA" and pick one you like, BtE windows are the subterfuge windows, for rotation questions I really do recommend either this discord's or wowhead's guides they're really nicely written, Killing Spree is a really strong spender so as long as you're outside of subterfuge you're good to go there's a slight minmax where you want to focus on upkeeping AR with upcoming vanish if it's a tight fit instead of pressing kiling spree

Bte windows are subterfuge/stealth windows as they allow us to spam bte when we get procs that refill combo points
Killing spree is used on cd, and there are rules like if it is less than 20s on cd then you hold vanish. Adr is sent on cd

No use vanish to always keep adr up, but that's closer to falling off than 6s usually, I forget if there is a specific timing to that recommended. And no if adr falls off ideally you wait til it's back up to send a vanish
