id say its almost certainly not worth it
if u could effectively make sure u are only ever weapon swapping it during kspree to not cost a gcd and doing it quickly enough that u only have cudgel on for a very short time period on each add wave u might be able to get like a 0.1% gain from it

I don't know if there's a definitive answer to that. The pin on the cudgel doesn't say at least. If it's a full pack, go cudgel. If it's like 3 mobs and one of them is prio, stick to regular OH. Everything else is a grey area of 1-2% gains
