a couple of things to try on this:
turn off vsync if it's on
if you have an nvidia gpu you can turn on nvidia reflex & boost, otherwise try turning it off completely.
if you get weird hanging / lagging when using multiple apps / multi screens at the same time try reinstalling gpu drivers.

dropping GS for CTO isn't necessarily an overall dps loss for dslice. They are about the same but GS has more single target while CTO has more cleave (due to the ~+10% extra uptime per RTB buff through CTO)
