dagger offhand does absolutely nothing for ST and is actually very slightly better for AoE because it auto attacks faster which builds more wits stacks
the ilvl doesn't matter at all
plus you have stuff like cara dagger with guaranteed tendies which means you're pretty much always gonna use that if you have access to it
Sub is the opposite, you prefer 2 daggers but with enough ilvl difference you can use a 1H in the offhand
Ass requires 2 daggers because you can't use mutilate without it
