to get the dragon in stormheim you nee to do the stormheim zone to the point that you save the dragon and get his blessing

To anyone that has or will have the same problem, i figured it out, anyone whos boosted to 110 needs to have dreadblades as physical item in their inventory and also if you're having trouble starting the stormheim questline, when you go from highmountain to stormheim there will be some mages alongside the road and they will give you the breadcrumb for the questing to begin.
